Most of the time, the refill is the wrong kind for the pail. Litter Genie says the Jumbo refill fits all of its pails except the older XL pail and the Easy Roll system. If your pail is a Standard, Plus or XL+ and it still won't go in, the outer rim or the way it's seated is usually the problem.
The right refill for each kind of pail:

These pails use a roll of tear-off bags at the bottom of the pail, not a square cartridge. Litter Genie says Easy Roll refills are made for the Easy Roll and Platinum pails, and the Jumbo refill isn't compatible with the Easy Roll system. A square refill won't work in them no matter how you turn it. Buy the Easy Roll refill instead.
2. Is it the older XL?
The XL and the XL+ are different pails. Litter Genie lists the XL+ as compatible with the Jumbo, but says the Jumbo doesn't fit the older XL. Check the label on your pail, then Litter Genie's chart for the refill it takes.
3. Is the outer rim still on?
Litter Genie's first loading step is to pull the refill's plastic tab and remove the outer rim. With the rim on, the cartridge is too big to sit where it should.
4. Is it sitting on the inner lip?
Open the lid and pull the funnel up. There's a lip around the inside of the pail, and the refill sits on that lip. Then pull the handle and push the film down into the bottom chamber.
5. Is the funnel pushed back down?
