Quick answer
Fountain filters are sold by brand and by model. The quickest way to the right pack is to find the fountain's brand and model name, then match it to the part number the maker lists for it. Here is what PetSafe, Catit and Veken publish.
Replacement filters by fountain:

PetSafe's carbon and foam filters are two separate parts sold in separate packs. Catit's Flower and PIXI pads are single pads with three layers. The two Catit pads are different sizes, so a Flower pad and a PIXI pad are not swaps for each other.
PetSafe Drinkwell: two filters, two schedules
- Carbon filter (PAC00-13906): PetSafe says it uses coconut shell carbon and that each filter lasts 2 to 4 weeks. PetSafe also claims it has 50% more carbon than generic brands; that is the maker's claim.
- Foam filter (PAC00-13711): a polypropylene filter that PetSafe says catches hair and debris, helps keep the pump cleaner and keeps the flow rate up. Replace it every 1 to 2 months.
- Fitting them: PetSafe says to slide the foam onto the pump from underneath, with the curved side in front of the blue faceplate and the pump cord coming out above the filter. Rinse a new carbon filter well under cold water to remove loose carbon dust, then put it in the housing larger side down.
Catit Flower and PIXI: one three-layer pad
Catit describes both pads the same way: a cotton mesh that catches hairs and debris, activated carbon for odors and impurities, and an ion exchange resin that filters excess calcium and magnesium. Catit says to replace either pad every 30 days. The Flower Fountain LED manual gives 3 to 4 weeks, or sooner if the filter looks saturated or the flow slows, and more often with several pets.
Before fitting a new pad, the manual says to rinse it to remove excess dust, install it foam side up, and let the filled fountain sit about 15 minutes before switching on so the water soaks through the filter.
No soap on the filter: Catit's Flower manual says to rinse the filter during weekly cleaning and not to wash the filter with soap. PetSafe says not to put the pump, power adapter or filters in the dishwasher.

Questions people ask
How do I know which replacement filter fits my cat water fountain?
Find the brand and model, then match the part number the maker lists. PetSafe lists carbon filter PAC00-13906 and foam filter PAC00-13711 for Drinkwell ½, 1 and 2 Gallon, Avalon, Pagoda and several other models. Catit lists #43745 for full-size Flower fountains and #43721 for PIXI fountains. Veken sorts its filters by fountain capacity. See the side-by-side guide.
Why does my PetSafe fountain have two different filters?
PetSafe Drinkwell fountains use a foam filter on the pump, which PetSafe says catches hair and debris and helps keep the pump clean, plus a separate carbon filter in the filter housing. PetSafe says to replace the carbon every 2 to 4 weeks and the foam every 1 to 2 months.
Should I wash a cat fountain filter with soap?
No. Catit's Flower manual says to rinse the filter and not wash it with soap. For a new PetSafe carbon filter, PetSafe says to rinse it well under cold water to remove loose carbon dust before fitting it.
